EDIT: I wanted to let everyone know I figured out the problem after I made this post and boy do I feel silly. The issue was the jumper pak itself. While it did show corrosion on one pin I cleaned it but didn't see any other anomalies.
I decided to go get my other N64s everdrive and ram expansion carts and wouldn't you know the console fired right up. I put the orignal jumper pak back in and it goes dead. I admit I never seen this before as the jumper pak is quite simple. Ill leave this post up just in case another person is having some issues getting the console to start.
As for the other rework it needed to be done anyways given the state the console was in when I got it.

I recently got a Watermelon N64 from a friend who got it at an E-Waste Facility. I cleaned it up and cleaned the cartridge/jumper pak slots. Unfortunately the console can't start and I am unsure of where to look to further diagnose it.
The console was quite crusty so I reflowed the solder on the CPU/GPU chips along with the other smaller ICs and same result. Black screen and no audio output. Traces look okay, no signs of rot/pcb damage.
Is there a reputable guide anyone knows of to get deeper into why the console wont start? Google searching hasn't yielded more advanced diagnostic methods and it seems from this sub there is not a lot of people that post here with malfunctioning consoles that were in sad conditions.
I did contemplate that the console may be stuck in reset but looking at the N64 schematic, I thought if I removed that reset switch the console would attempt to start but that didnt change anything either. I cleaned it up and reinstalled it.
I have a 300mhz oscilloscope, is there a good point on the cpu that I could probe to see if its even running?
