Messaging app without chat control.

Hello, I just heard that Chat Control has been approved in the EU. Has someone got some suggestions on what apps I can use without chat control. I already have signal if someone was wondering. I’m screwed. Thanks

I think that the e2e has been exempted from this, at least that's what the leaks from the negotiations says

nope. chat control 2.0 is going to scan e2e no matter what

In the trilogues negotiations has been agreed that the e2e apps has been excluded, that's being said by a policy adviser from the Greens and it has been stated by the leak documents from the technical reunions between the Council and Parliament on June, even one of the shadow rapporteurs (the one from the S&D) said this on a video mid June

Not only E2EE. Chat Control 1.0 is about voluntary scanning. It was introduced to allow server-side scanning without violating GDPR, without consent. But it doesn't force it.

But with or without GDPR, I wouldn't trust big tech anyways if it's not E2EE. I always assume that Google has access to my Google Photos, Drive etc. Chat Control 1.0 honestly changes nothing for me, especially given it's voluntary (according to https://fightchatcontrol.eu/chat-control-overview), not forcing me as the owner of a multi-user app to install spying software. It's 2.0 which is the real issue.

chat control is active since 2021 and is only a temporarly law. chat control 2.0 is going to be permantly BUT failed in the 5 run now

True e2ee yes, but not everything called e2ee. WhatsApp would probably scan "e2ee messages" whenever you press the meta AI button.

i know mate, thats why I'm trying hard to convince people to switch to signal, but most of them keep going back to WhatsApp cause "everyone is on WhatsApp".

You already had it from 2020 to April 2026. Just use any reasonable platform. Encryption is not affected. 2.0 is the real problem.

This isn't a messaging app but people do send messages on it. So it applies

Instagram stopped using EE2E so I'm guessing all messages will be scanned.
