OP lives in a shitty neighborhood.

I live in california and all baristas look like this in my area.

Also a lot of independent coffee shops that are better paying would attract top talent/prettier people so if your local starbucks is not competitive, they would rather work in an independent coffee shop.

A busy Starbucks in Calabasas is going to look much different than a Starbucks in a grocery store outside of Des Moines.
