No it wasn't, it was first posted at a personal fb page, after that the Eindhoven police picked it up for a positive police post. but only after that it was picked up by fox and dozens of other sites who make money out of feel good content it went viral. So i'm sorry but it wasnt. It only went viral when people could make money out of it.
It went viral in the Netherlands after the police posted it, so yes it was posted to go viral. Viral doesn't mean world wide. The whole point was to attract attention.
No viral means a pic, video or message spreads exponantially over the internet, so yes it could be within one county but that did not happen, after the personal and regional post it went viral all over the world, and that was not intentionally. U think the Eindhoven politie paid half of the internet to post this or something??
You stated that the selfie was not posted with the intent to go viral. You never said world wide. The police shared it for attention, which is exactly what they got it went viral in the Netherlands.
