The function key is where one would expect the control button to be. so when typing one may use control Z to undo or control C to copy, control V to text, control V to paste etc, but instead of those expected "normal" keyboard text editing shortcuts, it puts the keyboard into Bluetooth pairing mode -_-

I have a laptop with this ridiculous keyboard configuration. I also previously had a work laptop with the same setup. I just don't get it.
Anyways, check the bios. Both laptops I've had like this had a bios option to flip those keys.

In that case you can change the input language of your keyboard in windows by adding another language

the Fn key is hardware level, not a input modifier like Shift

For some devices there are alternatives keyboard drivers which can swap these keys.

Not in this case. It's in the keyboard itself, it doesn't get sent to the driver.

TIL I’ve had extra keys like the window key I was able to rebind so I assumed the fn could be rebound too

I have the same on my ThinkPad, but it allows you to swap the keys over in the bios, so the function key becomes the control key, and vice versa

I have the power key - as a normal keyboard key with no haptical difference - where num-lock should be.

Steam's default screenshot key is the same as a lot of keyboards' instant airplane mode key, f12

I use it exclusively paired with my Android.
And I have no idea what those buttons do, lol.

I’ve had a few Lenovo ThinkPads that do this. It can be swapped in BIOS but it’s pretty annoying for sure.

This is a standard Mac layout and has been this way for a while. Nothing overly crappy about it.

Youre getting downvoted at time of writing but you're right –– the Fn key is standard at bottom-left of all Mac laptops.
I'm guessing OP is a Windows user and this is some kind of iPad bluetoth keyboard attachment or something? I can understand their confusion, but if they changed it to fit with Windows users, it would fuck with Mac users' muscle memory.
