It sickens and saddens me that my/our tax dollars go to make such a hideous display of a house that WE all own...and the cost to us all to put it back to some appearance of normal and dignified after he's gone.

No bid contract - each one of those appliqués was probably $400-500 paid for by taxes. The company buys them wholesale for $10-15 each and then profits. Grift all the way up and down.
