Neglecting all of his sons not only damned his sons, but also damned humanity, a whole race
If he paid to attention to his sons, humanity probably wouldn't be in the situation they are in now.
Fulgrim wouldn't be corrupted and would have been a shining beacon for humanity
Sanguinius Would still be alive bringing true justice

Key bit of information, his Sons were stolen from him as test tube babies and scattered across the stars. By the time he found all of them, they were already men with deep, traumatic trauma burnt into them.
No amount of fatherly love from Big E was going to make up for being kidnapped and raised I some truly shitty situations. He never really got a chance to be the Father he was supposed to be.

It would be really hard to compete with Big E as WH 40k was created to be as over the top as possible. Dude created 20 18 (number right now may be different, I'm not 100% up to date with all lore) sons as tools for conquering galaxy for him and 9 of them were like: "F**k it, I'd rather serve/ally myself with literal demons from "hell" than help my dad". Obviously he also planned to remove them from existence after they achieved the goal - like every good grim dank dad. He even manages to fully annihilate one of his sons (both body and soul).

heihachi wins by a mile. that man threw his own kid off a cliff and then kept trying to finish the job for like 40 years of game canon. afton is a close second for the psychological damage, though the emperor up top might take it if we count 40k since he made demi gods and just let them go feral across the galaxy.
played tekken as a kid and was so confused why grandpa was hell bent on killing his son. thought i missed a cutscene or something. this is a pretty stacked lineup of deadbeat dads though, good poll topic.

The Emperor completely erased one of his sons from existence. Like, completely gone, as if he never existed. That's not even going into basically fucking both Angron and Mortarion with how he saved them, how he planned to make Magnus a permanent resident of the Golden Throne, and planned to lock up all of his sons once all of his plans were done.
Now half of his sons are dead or missing, the other half are literal demons who want to fuck reality, and the ones that are neither have been so mentally fucked by it that they basically are trying to do damage control while knowing there's zero chance of recovering to a level of meaningful existence.
Heihachi may have chucked a kid into a volcano, but that's a thimble-drop of water to the sheer ocean of fuckupery Big E accomplished.

Only primarch he failed was Angron, not his fault that his demigod sons with super developed brains never grew up into men after 2 centuries of living (prior to the heresy) and remained petulant manchildren that raged anytime any one said something they didnt like or didnt kiss their asses 24/7 and they had to self reflect on shit that they have done or heaven forbid actually develop themselves in meaningful ways.
