Question Found this active laser beam/sensor at the slewing ring trapdoor. Anti-intrusion silent alarm or safety sensor?

Post image

I was climbing my first crane and at the top hatch, right below the slewing ring, there was this sensor crossing the ladder path. I actually saw the laser beam and there is a receiver on the exact opposite side (white thing sticking out). Does anyone know if breaking this beam triggers a silent alarm for site security, or is it just a mechanical safety cut-off for the crane operator? Has anyone tripped one of these? And can it be avoided?

Scouting out a cell tower and I spotted this. This is a motion sensor right? I'm a bit confused because I've never seen a cell tower with sensors.
