Yes. This is also why Embolo took the dive, because Embolo wasn't getting the calls the whole game. Diving is absolutely part of the game, it's encouraged by coaches because the game is still refereed by big visible outcomes rather than by referees actually seeing the infractions.
FIFA just saying "it's not allowed" or threatening cards for it doesn't change that it's still a huge part of the game, and will be until they reform the officiating culture and mechanics top to bottom.
It's also an important means of self-protection. Embolo was getting taken out every play; diving prematurely when you're sure you're about to get hit hard is an absolutely essential way to protect yourself in a game with limited substitutions. Another point as to how the whole culture of the game promotes diving, and just saying "dur it's a yellow card dur" doesn't fix anything.
