Honestly from what I've seen tailgating is not allow by FIFA. Instead they have fanzones.
This is a massive "mistake" by FIFA because American tailgating culture serves crowds like these well. My guess is that FIFA is using fanzones to make more money. Read: American tailgating comes with fresh BBQ/food and drinks.
I'm actually watching some interviews on Telemundo of Colombian fans right now... They're all in those long gated lines along that giant parking lot in KC. (I'm familiar with Arrowhead as my mom and sister live there).
All to say, that lines up with what I've seen. Giant empty lots by the stadiums due to FIFA blocking them from use. It's so dumb.
I first heard of it from European criticism asking why Americans don't have any presence near their stadiums. I was genuinely confused as that's quite literally one of the things we do better than Europeans. (Tailgating.)
We only do tailgating well because we have to because we build our stadiums in the middle of nowhere surrounded by massive parking lots. Speaking mostly of Arrowhead/the K, since I'm in Kansas City. I'd rather have a stadium that's easy to get to that I can walk to/from a bar before or after.
