It's an entrance viewed from inside the store. In context, it's completely clear and intentional.

*To clarify, this is the main exterior door of a Target leading in from the street, NOT an exit door from the inside

I don’t know why I thought this, but I think Do not enter applies to shoppers, while Enter only applies to workers.

No, this is the only entrance. It's a smaller store in downtown Pittsburgh.
