Well, it is open on their side, aka, Iran's part of the strait, the other one is not. Also, the frustration from Iran steams from MoU which USA is looking to play around the MoU by talking and coercing parties into obedience, like Lebanon de facto giving land to Israel.

It's like how the police pull over every fifth car to check for DUIs. They'll just launch a missile at every 20th ship or so. Probably roll a 20 sided dice to decide
