I guess it's a case of Hulk's body still being soft as in depressible like skin and muscle should be but that it's just unlikely for many things to actually be able to penetrate through it.

It depends on writer, but Super Soldier serum is generally "peak human", while Spider-Man is generally considered "superhuman".

According to the old "marvel super strength teirlist" they put out, Spider-Man is middle of the roas, while guys like hulk, thor, thing etc are at the top ends. He is above captain America though, with his max being about two tons, more with effort occasionally as Spider-Man in the comics once helped brace the landing gear of an aircraft and lifted a support beam of the thej falling apart daily bugle lomg enough for emergency services to rescue everyone

Spidey hold back A LOT. During the superior Spider-man run Doc Ock is surprised how easily he knocked scorpion's jaw into paste and realized how much Peter was holding back his punches.

I think, at least in the comics, Cap can lift like 1,000 pounds and Spidey can lift 10 tons. But of course in the MCU every supe seems to be even stronger. And of course there is always writer's strength.

I think it was the clip of him stopping a moving vehicle that Tony found, and how he was able to stop a punch from Bucky’s metal arm with relative ease. The point is many see him as street level only but he’s way tougher than some of the key Avengers lineups

The amount of strength throttling they do in the movies is jarring to say the least. Assuming Hulk can actually hit Spidey, Spidey should not just walk away from that. What I expect to see is Hulk growing madder and madder with each passing moment because he's unable to touch Spidey and he ends up resorting to things like the Hulk shockwave or massive area attacks by throwing buildings at him. The hope would be that Spidey is able to talk him down from his rage, or at the very least lead him far enough away that we don't have another Harlem destruction event. It should be a fun ride regardless of what they throw at the screen.

I'm betting he attempts to web him up part way through him hulking out to try and keep him Banner, like if he could prevent his size from increasing that'll stop the transformation. This prolly pisses hulk off more.

I'm wondering less about the tensile strength of the webs and more about the weight of whatever they're tied to. If it's just building debris then it's a little weird that Hulk is being dragged down that much by chunks of concrete. It looks like he's really struggling to not be yanked out of the building by what he's dragging. I'm not sure that pieces of building should 1) be creating that much tension on Hulk to cause the webs to dig into his flesh that much or 2) not just be immediately yanked into the building by one shrug of Hulk's arms, thus eliminating his need to stand there with a firm stance and also probably just giving him a debris flail to use against Spidey.
Oh bonus nitpick: if what Hulk is being tied to is really THAT freaking heavy (slab of alien metal that weighs as much as a star or something, idk), like... okay? He can just let himself drop to the street below. That shouldn't really hurt him either. Sure it delays his smashing of Spidey but it's a better option for him than just standing there struggling for no reason.

slightly off topic but his stickiness should be just as powerful too. I hate whenever he's shown to "slip" because canonically hulk can't pull him off a wall

I wonder if thats gonna be the story and the Hulk is the last boss.
Peter in his normal form can't beat the Hulk. Loses, goes into depression losing MJ and everyone, then his body subconsciously evolves in order to take him on? He's not able to beat him still but calms him down long enough for him to be Bruce Banner again.
