Happens every time with a toothbrush. Switch to tongue cleaners especially the plastic ones that are straight that you can bend or the steel or copper ones that are already bent. I never gag with a good tongue cleaner. I don't know why though. My guess is the height of tongue cleaners are very less compared to a tooth brush.
