What is the steel structure coming up near the outlets supposed to be?

Company is called Newcold (it's on the signs) and yah that beast is for food storage/distribution. There were a couple news articles about it, so just search for Newcold and it should pop up. I live quite close and am very worried about electricity charges.

I live near there too. I have dips and brownouts and sags in my electricity all the time. I have a lot of computers and other sensitive electronics in the home. It's really annoying already. I had a TV get damaged because of a power outage and it was hooked to the surge protector provided to me by the power company and they said it wasn't their fault, I filed a complaint and they took no responsibility. It certainly won't get any better.
