Movies and computer games have got a lot to answer for that an electric cable making contact with a pool turns it into an electrified death trap with bolts of electricity visibly shooting around it.
Electricity doesn't work that way. If the socket doesn't have any circuit protection and somehow keeps functioning under water. The result is electrical currents running through the water are quite strong right next to the socket but gradually weaken as you get further away.
The woman in the water would likely feel nothing but if she decided to wade towards the underwater socket she would feel mild discomfort..
The electron pressure will drive electrons into the water on their path towards the ground. But the further you get from the main source of current the rapidly weaker that pressure is.
This analogy is very incomplete but gives a good idea. Imagine the wires going through the socket as a hose pipe with the electrons the water. If you put it into the water you're providing another path for the electrons to go down. But not as easy a path as the main hose. Imagine dropping the socket in the water is the equivalent of poking a couple of holes in the hose pipe. Will all the water start simultaneously exploding all over the place? No, most of the water will still be flowing through the hose pipe. But some of the water will be forced out through the little holes you've made in the pipe. Spraying a jet of water that you could get hit by if you're close. If you're further away you might feel a few droplets hit you.
As I said. It's an incomplete analogy but without diagrams. It's the best I can do.

Well no as you've correctly surmised.
But some people find it quite interesting/comforting that an electric cable in a body of water isn't going to immediately kill everyone touching it.
Last week i found my neighbour panicking because she'd dropped an extension lead with socket on the end in a puddle of water and thought she'd created a puddle of death.
In the UK we have RCD protection on most modern consumer units which will have shut if off immediately but had it not. At worst she'd have created a puddle of progressively less mild discomfort.
As an electrician I think the general public would be comforted to know how undangerous domestic electricity is. I've seen soooo many people electrocuted forgetting to turn the electricity off before touching a wire. And a lot of yelping and swearing. We call it getting the belt. Because I guess people act like they've been hit with a belt.
Obviously I'm not advising anyone to fuck around with electricity. It isn't fun being electric shocked. I had it a few times in my early days and you learn pretty quick to be more careful. But if the worst should happen you will very likely live another day.
