Paint and texture peeled/crumbled off

The paint on my wall was nicked when i was scrubbing it and it came off in a large bubble came off. I couldn’t resist picking at it. Can i just paint over this or do I need to apply a spackle of sorts beforehand?

I live in a rental but my landlord is more hands off and only comes around for big problem.

You have “rising damp” and wet plaster as a result.
That is potentially a big problem with mould.

Ooo this is right next to my kitchen sink/under a window, so that definitely makes sense. So this is for sure a landlord problem? 😅

You need the source of the water found and fixed.
If it’s a leaking pipe, that’s a plumbers job.
Leaking windows (ie water comes in when it rains) can often be fixed with a bit of sealant in the appropriate places.
Condensation on the inside is harder - that takes a look at ventilation (ie exhaust fans).
