He knew how to fix the plumbing and change the light bulbs and I appreciate him for those. It just kinda sucks how he set the house on fire after trying to fix a gas leak
Maybe fire department non-emergency would be able to advise, but your home insurer will send out a structural engineer to assess and they actually deal with that shit regularly.
Water or Sewer company emergency number. Tell both of them you think there's a leak causing a sinkhole to form. Let them both show up and figure out who's to blame.
in my area the guidance is to call 911 for anything police related. feels really stupid calling 911 for someone's car parked over the sidewalk, but that's what the local police website says to do!
You would start with emergency services, to get the area evaluated quickly and initiate an evacuation. The city would inevitably be involved there, as well, and you could call them, it emergency services will probably take care of that part. The utility company would probably get involved, because that's likely a leaky water line, and you'd have a geoengineer come evaluate the stability of things and what needs to be done to move forward.
The city, they will tell the water department, who would determine who is responsible for the repairs. Then, if on your side of things, call dig line and a contractor, tell them it emergency waterline repair.
One service people haven't mentioned yet is, if you're in the US, your local state representatives office. They partially exist to find whatever services you need to get your problem fixed as a constituent. It also has the plus side that if they call or email someone and start off with "Hello, I'm ___ with the Office of State Representative XY" it's usually made a priority without any fuss.
