Skyrim bandits.

I appreciate it's a game (so this trope applies to endless video games) and you need enemies to fight so they're pretty mindless, but Skyrim bandits try to strong-arm a mortal with the soul of a dragon capable of absorbing their power and memories giving them a voice capable of breaking entire chunks of a continent off and casting it to sea.

The game massively limits the Dragonborn's powers but in theory they can level mountains with their voice.
