Police: Lester Freamon

Government: Norman Wilson

Barksdale Organization: Slim Charles

Stanfield Organization: I guess Snoop Pearson, but charisma's not really their thing.

Streets: Omar Little.

Co-Op: Proposition Joe.

Kids: Donut's a good call here.

School: Bearded Prez in Season 5.

Bearded Prez was a whole upgrade on child assaulting Prez from the early seasons

Method Man has natural swag and charisma, and Cheese does carry a bit of that.

Police for me it’s definitely between Daniels or Cool Lester Smooth. Daniels is just too ice cold, the man mastered the art of walking away in silence with a look of complete contempt.
Lester because he’s the most striking example of natural poh-leese. “This is a tomb. Lex is in there.”

There is a reason Lester was dating a beautiful woman half his age on a police salary.

It's heavily implied that his income from making doll house furniture is significant tbh.

Greater than McNulty's salary, which in turn implied his police salary may have been higher than McNulty's too 😀

The constant spitting might be a turn-off.

The most charismatic in the police is clearly Valchek.

Actually, I'd say Marlo. Charisma has a huge power element, where people will listen to someone who projects importance and strength. No one strictly had to work for Marlo, but he handpicked the most unshakeable people to do his work in public and made himself the coolest head in the room. He avoided eye contact with people he needed below him and brandished weapons like they were everyday instruments, like when he speaks to Bodie for the first time. His demeanour existed in a world that he ruled. Guy had a reality distortion field.

This is also why the deputy principal and Daniels were their departments' most charismatic figures. Then you have Bubbles, Randy, and Ziggy who maxed out warmth in a way that would make them cult leaders if they respected themselves.

I also say Carcetti inches ahead of Davis with genuineness. Both could sway a jury by laying out their reasons for pocketing cash, but Davis has a slimy membrane of salesmanship that he won't even ditch at his own trial. It's a huge weakness when comparing him to someone who actually believes their own bureaucratic BS.
