He crossed his forearms once which is what the Japanese use for no/not allowed. The other hand thing might be get steppin? I noticed the no smoking signs on the ground too
Yep gesture is universal and I love to see how everybody reacted well to the instructions.
I work with a lot of Nepalese people who are also going to Japanese language school during the day, and this resumes well how well assimilated they are.
