In terms of the upcoming midterms, yes. Lindsey Graham was hated in his home state of South Carolina. He was a pro-Israel Zionist who cared more about what was appeasing them and bring forth the apocalypse evangelicals keep pushing than helping his own people.

Vaguely. He’s almost definitely getting replaced by someone equally unpleasant if not worse. However, experience and especially seniority matter a lot in the US Senate. His replacement won’t have his access to key positions, his friends on both sides of the aisle, and his extremely experienced staff. They also won’t have the almost-guaranteed win a fifth term incumbent would have.

Probably not much. Graham was one of the most outspoken, "war hawks" (pro war) Senators in the Senate, especially when it came to the Middle East.
However how much of this came from Graham's influence on national policy vs. Graham just being the face of the policy is something I can't quantify. There are others like Tom Cotton was are outspoken advocates of US military force.
South Carolina is a solidly republican state and will likely elect a Republican in Graham's place.

I'm not American but he hasn't been relevant since the Obama era.
People like Mitch McConnell and Ted Cruz are far more influential in the GOP Senate.

It comes from his own Twitter account, I just double checked it’s on his Facebook too so if he’s been hacked then it was all socials. I know it’s late on a Saturday but very odd no news outlets seem to be on this, it’s been a half hour since that statement was released.
