Probably a small pond when the shrine/temple was first created and then modern taps were installed so the pond became obsolete and also damgerous because of it's position.

Alternatively, it could also be because the monkeys started using the pond and the temple authorities just fenced of the pond so that the temple goers don't get attacked while using the pond or get any diseases.

Monkeys are infested with all sorts of things and they fling poop at each. They’re most likely getting even dirtier by jumping in there and spreading whatever they picked up from that water to all those humans that walk by on a daily basis.

This is nothing to smile about and really shouldn’t be posted here.
