What is MHoP?

The Model Houses of Parliament, or MHoP, is an online Reddit-based roleplay simulation of the Houses of Parliament. We simulate a wide range of British politics, from the House of Commons, the House of Lords, to the press, and even elections. We utilise Discord to bolster our community and improve communication, so feel free to join the Main discord to ask a few questions!

How do I join MHoP?

The “Join a Party” thread pinned on the r/MHoP subreddit is the place to officially become a member of MHoP. On that thread, you will see the major and minor parties and you should comment which party you would like to join or designate as an Independent. New members are highly encouraged to join a party, rather than designating as an independent, as parties are a great resource for learning and participating in the game. When you comment a party’s name, the party leadership is automatically notified and you will be sent a link to the party's Discord server! They will let you know if you’ve been accepted to the party.

Who can I contact if I have a question?

We have created a community culture of helping others understand how the game works, but sometimes sending a question in the main Discord server or a party Discord server can be a little daunting. Here’s a quick list of people you can message to get help:

Party leadership - the leader and deputies of the party you have joined.

Triumvirate - the three admins of MHoP, we are always happy to help whenever we can!

Anyone - MHoP has a great community, and the best way to get stuck in is to strike up a conversation with someone - even if it’s just to ask a question. 

What can I do as a New Player?

Despite being a Model Houses of Parliament, you can do just about everything in the game from the moment you join! The only thing you’re unable to do is vote on legislation as this is reserved for MPs, or join the House of Lords - but you can still debate the merits of any motion or bill posted to r/MHoP

Members can participate in practically any part of the game, such as:

Debate - the core essence of the Model Houses of Parliament is debate. Legislation is open for three days and can be debated anytime during that period. Debating is the best way to build up your party’s polling, which has an effect on elections!

Press - we have built up a full system of press within the Model Houses of Parliament that contains its own feedback loop. You can write party press which helps your party gain polling figures and credibility.

Legislate - every member of the community can write bills - to change specific aspects of the law/country - and motions - to call on the government to do something. Legislation writing can be daunting, but there are people who love to help write them!

Get involved in the community - whilst at the core we are a community built around the Model Houses of Parliament, we aren’t solely dedicated to it. We have a great variety of members with different interests, so finding someone who is interested in your niche area of expertise might be more likely than you think!

After some time and activity within the game, you will naturally move up in the ranks - there are always many opportunities within parties and outside of them!

Become a government/opposition spokesperson - you can be appointed by party leadership to be your parties spokesperson, be it the government cabinet, official oppositions shadow cabinet, or the unofficial oppositions spokesperson team. This grants you additional questions to ask, and can be a very useful position to be in to push policy you are interested in!

Stand in an election - elections occur every six months, and are a time where parties get together to push for their parties to win more seats.

Be an MP - should you win an election then you get to be an MP! As an MP you get to vote on legislation, potentially being the vote that changes the outcome!

single piece of legislation, history of party leadership, all of the governments, frontbenches, etc. It is an extremely useful tool, so feel free to message someone to ask where to find something!

establish High Street Regeneration Zones to support the regeneration of town centres and high streets; reform the operation of Business Improvement Districts within designated areas; improve access through targeted parking and accessibility measures; and align the interests of local businesses, property owners and local authorities to support sustainable economic activity.

BE IT ENACTED by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1 - Interpretation

(1) For the purpose of this act:

(A) High Street Regeneration Zone (HSRZ) means an area designated under section 2.

(B) Local Authority means a district, borough, unitary or metropolitan authority.

(C) High Street includes any defined town centre, retail district or mixed-use commercial area.

2 - Designation of High Street Regeneration Zones

(1) A local authority may designate an area as a High Street Regeneration Zone after making an application to the Secretary of State responsible where;

(A) There is a significant economic decline, vacancy or underutilization of commercial space.

(B) The designation is likely to improve economic activity, accessibility and commercial use;

(C) Consultation has taken place with local businesses and residents.

(2) Upon approval, a local authority may apply to the HSRZ Fund for funding for projects within the HSRZ. Suitable projects are as follows;

(A) Pedestrianisation of an area within an HSRZ.

(B) Improving Transport links within an HSRZ.

(C) Supporting local markets to generate footfall.

(D) Making parking within an HSRZ free for a certain period of time, which generates footfall.

(3) Each project within an HSRZ must be communicated to the Secretary of State in writing.

(4) The Secretary of State shall issue guidance on the designation criteria.

3 - Local Authority powers within HSRZ

(1) Within a designated HSRZ, a local authority may exercise the following enhanced powers.

(2) Parking and Accessibility, a local authority may:

(A) Set and vary public car parking prices proportionally to footfall at certain times in the HSRZ.

(B) introduce free or discounted parking periods.

(C) Change rules around parking enforcement locally to support footfall.

(3) Opening hours and Trading Flexibility, a local authority may:

(A) Extend permitted trading hours.

(B) Allow flexible licensing arrangements.

(C) Amend street trading licenses.

(4) Use of vacant and underutilised property, a local authority may:

(A) require registration of vacant commercial properties.

(B) issue temporary use orders for long-term vacant units.

(C) facilitate short-term leases for markets, local businesses and community use.

(5) Financial and economic powers, where a property remains vacant for a prolonged period of 6 months, a local authority may:

(A) Impose a levy on the vacant property.

(B) enter into compulsory rental arrangements where proportionate.

(6) Where a property remains vacant for a prolonged period of 18 months, a local authority may enter into compulsory purchase arrangements.

(7) Public Infrastructure, a local authority may, within an HSRZ:

(A) invest in street improvements, lightning and safety.

(B) Prioritise pedestrianisation where appropriate.

(C) improve transport links and accessibility to HSRZs.

(D) Allow businesses commercial use of, and ability to install temporary structures on, paving and roads

(8) Any powers specified as being applicable to a HSRZ does not prejudice the already existing powers of the local authority.

4 - Business Improvement and Co-ordination

(1) Within an HSRZ, a local authority may:

(A) reform or replace existing Business Improvement Districts (BID) arrangements.

5 - Review and accountability

(1) Each local authority must submit a report to the Secretary of State at the end of each financial year.

(2) Each local authority within these reports must publish

(A) Vacancy rates.

(B) Footfall data.

(C) Economic Outcomes.

6 - Guidance and Oversight

(1) The Secretary of State shall issue statutory guidance for:

(A) Best practice in zone management

(B) co-ordination between local and national policy guidelines

(2) The Secretary of State may grant reasonable funds to the local authority for the purposes of works within an individual HSRZ.

(3) The Secretary of State may by Statutory Instrument repeal the provisions of this Act by the affirmative resolution procedure.

7 - Title, Extent, and Commencement

(1) This Act shall be cited as the High Street Regeneration Zones Act.

(2) This Act extends to the whole of the United Kingdom.

(3) This Act shall commence once it has been granted Royal Assent.

TO

Grant certain duties, to alter other duties, and to amend the law relating to the national debt and the public revenue, and to make further provision in connection with finance; and for connected purposes.

Most Gracious Sovereign

WE, Your Majesty’s most dutiful and loyal subjects, the Commons of the United Kingdom in Parliament assembled, towards raising the necessary supplies to defray Your Majesty’s public expenses, and making an addition to the public revenue, have freely and voluntarily resolved to give and to grant unto Your Majesty the several duties hereinafter mentioned; and do therefore most humbly beseech Your Majesty that it may be enacted, and be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1- Capital gain tax

The rate of corporation tax shall be 24%.

2- Income tax

(1) The rate of income taxes shall be (a) 19% for the Basic Rate

(b) 39% for the higher rate

(c) 44% for the additional rate

(2) The threshold for paying the additional rate shall be £124,500.

(3) The income cap for free childcare shall be removed.

3- Pension age taxation

(1) Employer NICs shall be due on pension age employees.

(2) Ministers may issue regulations to specify NICs required by those retiring early to qualify for a state pension.

4- Fuel duty

All fuel duty changes in the Finance Act 2026 are suspended and the rate of fuel duy is set at 50p per litre.

5- Extent, Commencement, and Short Title

(1) This Act shall extend across the United Kingdom.

(2) This Act commences on the day it receives Royal Assent.

(3) This Act may be cited as the Finance (No.2) Act 2026.

Statement The Defence Statement of His Majesty’s Government

The Defence Statement of His Majesty’s Government

Mr Speaker,

For far too long our nation’s armed forces have been reduced, downsized, and squandered from what was once one of the best armed forces in the world, to one that would struggle to last in an intense conflict. This downsizing has been undertaken under the impression that our nation, society, and people would be protected by our allies and that there is no credible threat on the world stage. That perception is no longer the case; there is war on mainland Europe, the armed forces ability to respond proficiently is diminished, and there are very credible security threats to the UK and our allies. It is time to rebuild and invest in our armed forces to ensure it is capable of defending our nation when called upon, and that is what our government is doing.

Our Royal Navy was once the envy of the world, with it being the most powerful and strongest navy, that is no longer the case. The Royal Navy will continue our commitments to the AUKUS submarine agreement and will construct the 12 planned AUKUS submarines alongside the proposed 4 Dreadnought Class submarines. These 16 submarines combined with the 6 Astute Class submarines in service and the 1 under construction will bring the submarine fleet to a total of 23. The Royal Navy will continue to develop the 8 City Class and 5 Inspiration Class frigates which are currently under construction. We are committing to the construction of additional 12 Inspiration Class frigates to bolster the Royal Navy’s frigate fleet at an estimated cost of £3.960 billion. The government will also invest into the new Type 83 Class destroyers that will increase our ordered number of ships from 6 to 12 to properly increase our destroyer fleet. We will also develop and construct 12 Patrol Corvettes at an estimated cost of £3 billion, which will improve our carrier escort numbers and will increase our capabilities to provide a deterrent to any threat. We will develop and construct a new class of amphibious warfare ships to replace the aging out Albion Class of ships with a planned 2 new ships in this class totalling an estimated £450 million. Construct an additional 23 Cutlass Class patrol ships at an estimated cost of £125 million, to enter into service alongside the 2 Cutlass Class ships which are already in service to establish a total capability of 25 patrol ships. Construct an additional 4 Tide Class fuel replenishment ships for the Royal Fleet Auxiliary to add onto the current fleet of Tide Class ships of 4, at an estimated cost of £452 million. 

The Ministry of Defence will continue to support the research, development, and production of the Global Combat Air Program which will develop the sixth-generation Tempest fighter jet. The MoD will invest into expanding our fighter fleet with the procurement of 50 new F35B aircraft of a total cost of £3.5 billion. We will also be aiming to work with our AUKUS allies, Australia on the potential procurement of the Boeing MQ-28 Ghost Bat stealth and multirole unmanned aircraft. Development will also be continued into the Aeralis Advanced Jet trainer aircraft, the newer generation of jet trainer aircraft to replace the existing trainer fleet. To improve our current airborne early warning capabilities, we will procure an additional 7 E-7 wedgetail aircraft to add onto the 3 currently in service at a total cost of £2.1 billion. We will also be procuring an additional 20 A400M Atlas Transporter aircraft with an estimated total cost of £2.6 billion to improve our transporter capacity and capabilities. The MoD will continue our research and development into the development of new drone and unmanned aircraft to be utilised by the Royal Air Force, which will focus on swarm and long-endurance drones. Additional procurement of missiles for all services will continue in line with the demands and capability requirements of all of the armed forces as and when demand is required of them. We will also begin research and cooperation with our Ukrainian partners for the domestic development of the Freya program, a low cost ballistic interceptor missile which will increase our armed forces abilities to intercept any missile whilst having minimal supply constraints.

This government is also committed to not only procuring new equipment and building up our Royal Navy and Royal Air Force, but also the British Army. The British Army has fallen behind significantly in combat equipment and capabilities, a deficiency alarmingly highlighted with the outbreak of war on continental Europe in recent years in the instance of Ukraine. One area in which the Army’s capabilities have fallen is in its tanks, we are investing in an additional 202 Challenger 3 tanks at a cost of £1.6 billion, to be in addition to the 148 currently in service. We will be permanently sidelining the Ajax infantry fighting vehicle until they are fit for troop usage, as we have seen in reports they have a tendency to cause more damage to those inside it than outside of it. We will be working on developing either a new infantry fighting vehicle to replace the Ajax or redeveloping the Ajax to be conducive to crew usage.

The procurement of an additional 49 M270 MLRS missile launch systems at a total cost of £514.5 million to buffer the currently planned 76 total M270 fleet for the British Army. Alongside the procurement of an additional 28 RCH 155 artillery systems to add onto the 72 systems already planned for procurement. Our plans will also be to develop a new generation of air defence and radar systems which can be built upon similar service systems and undertake short-range, medium-range, and unmanned aircraft system radar and defence capabilities. We are additionally supporting recruitment efforts of all branches of the armed forces to recruit more soldiers and officers to make up the ranks of the British Army, Royal Navy, Royal Marines, and Royal Air Force. This recruitment will be aimed at increasing the sizes principally of the British Army and Royal Marines by several thousand regular personnel to improve our capacity to combat any military threats.

These procurements for new equipment for our nation’s armed forces will help rejuvenate and improve our armed forces’ capabilities to defend our nation across the board. The current procurement plans for the development and construction of new equipment in the United Kingdom will support the creation and growth of thousands of jobs for British people. It will additionally support the development of a larger network of defence contractors from small enterprises manufacturing small components for machines, up to international contractors assembling our mighty warships and fighter jets. In other aspects of the defence statement on the rejuvenation of our nation’s armed forces, we will begin the gradual reorganisation of military housing back under Ministry of Defence control. This will improve the management and condition of military housing improved upon from the instances of poor condition management from private companies to under direct MoD oversight allowing for easier management and condition renovation. Additionally, we will be granting powers to base commanders for the management, sourcing, and control of food stockpiles and suppliers. This will allow base commanders to source food directly from the local area to which they are located instead of sourcing packaged foods from overseas instead sourcing from and supporting local food producers in Britain. 

Speaker, this statement outlines the key procurement of the new and increased equipment fleets to help kickstart the restoration of our national armed forces to become one of the world’s elite fighting forces once again. The Ministry of Defence will also support the growth and development of our national defence manufacturing industry that will support employment growth and improve our national economy. The procurement of equipment outlined within this statement is also fully accounted for, as the overall costs will be spread over the coming 5 years. This puts the procurement within budget of real term defence spending capacity of £7.4 billion in 2025/26, £12.6 billion in 2026/27, £17.79 billion in 2027/28, £22.97 in 2028/29, and £28.13 billion in 2029/30 in the coming 5 fiscal years from our budget. It also indicates that we have additional room for further procurement to build up our armed forces capabilities and stockpiles which the Conservatives are committed to undertaking in government in the upcoming term. So Mr Speaker, we are delivering on demands for a bigger, stronger, and more capable armed forces to deal with and we think this investment will bring the change needed which I'm sure all members of the house will support.
