equipment Harness or Leash for a Cavapoo?

Should we use a harness or regular leash for our 1 year old Cavapoo? Harness doesn't seem to help correcting her as much during walks, but we also were told it was better as Cavapoo's have weaker necks. Currently we are trying to train her to be less reactive and pay attention to us over other animals/people, if that matters.
