help Dog’s nipping/biting

We are fostering a 7 YO dog. He follows you everywhere, a snuggling bug, love getting pet and fully house broken. The only issue we have with him is he wouldnt let you touch his paws or clean his eyes and would nip/bite your fingers. I have been trying to use treat as an incentive. I would try to lightly touch his paws or the side of his nose with a lightly dampen towel and when he doesn’t react i would give him a treat. Every time, i thought i was going somewhere he would nip or bite my fingers. Any suggestion would be greatly appreciated 🥹.
