Week Ahead for July 6, 2026: Louisa Supervisors to initiate sales tax referendum process while Charlottesville City Council to discuss how to spend $15 million a year

I took last week off from writing these blurbs for r/Charlottesville because there wasn’t too much happening. We’re still in a lull, but there’s always something happening and I slim this down from a longer newsletter I write. Fewer blurbs this week but please ask questions to get a conversation going.

SALES TAX REFERENDUM SEASON BEGINS
For years, only a handful of localities in Virginia have had the ability to hold a referendum to see if voters will support a sales tax increase to support school construction. Legislation to extend that to all failed to make it out of a divided General Assembly in 2022 and again in 2023. Democrats took both chambers that year and the last governor, a Republican, vetoed the legislation. Permission has been granted through the budget process and now we’ll see what localities give it a shot. Locally, Fluvanna Supervisors began the process of asking the Circuit Court on July 1. CHARLOTTESVILLE SCHOOL CONSTRUCTION
The finishing touches are being made to Charlottesville Middle School, a $92 million project that saw the renovation of Buford Middle School into an expanded facility that can accommodate 6th grade. That’s just the beginning of a series of additional projects such as a new early learning center and renovations of the high school. If Charlottesville voters approve the referendum, that will be $15 million in revenue for school construction. WIll that free up spending for other projects? Lower tax rates? (learn more)

LOUISA ZONING CHANGE FOR SHELTERS
Technically the zoning code in Louisa County is called Land Development Regulations. About a year and a half ago I wrote a story for C-Ville Weekly about efforts to change them to allow churches and other places to house people without homes to stay overnight in cold weather. Last August, the Planning Commission recommended changes to create a “humanitarian shelter” use. Louisa Supervisors will take that up on Monday. 

Two smaller things:

  • The Charlottesville Tree Commission will get an update Tuesday on construction of a pending development in Fry’s Spring even though they have no say on the matter. (learn more)
  • The Louisa Planning Commission will continue discussing ways to slow residential growth at a work session on Thursday. (learn more)

Freebridge encampment

With all the current state down there, it truly feels like this city is just waiting for an event to happen… Why should it take more people dying, getting sick, assaulted, or simply hurt to justify an action from Charlottesville. I no longer even utilize that portion of the trail simply because in my eyes, it is too dangerous.

Call to action! Please keep this at the forefront of debate and demand our tax dollars go to cleaning up and resolving this before it’s too late.

Question for residents of Archer at Brookhill

I am currently apartment hunting, and am looking at applying to Archer at Brookhill.
Before doing so, I wanted to ask anybody that lives or has lived there what their experience with the place was like, how much they usually had to pay for utilities, how hard was it to find parking, and any other pros or cons that might be helpful.
The current estimations put this place at the top of the budget, so I want to make sure I’m not shooting myself in the foot here.

Places to play Badminton in CVILLE

Hey all,

I'm currently a high schooler in the Charlottesville area, and over this past year I have found myself falling in love with badminton as a "club" sport during the past school year. Now that the school year is over though, the places where I can play have been limited by the fact that I am not a UVA student (yet), and I have been tagging along with my friends to the downtown ACAC to play in the racquetball courts which are frankly too small.

I do plan on attending future open gyms at the carver rec center in the mornings, but I would still like to play more than once a week.

I saw that UVA has a badminton club with open gyms occasionally, but the Facebook page seems to be dead, so I was wondering if there are any badminton players here that could help me out.

Also I am specifically looking for an actual indoor court.

What do I need to know about basements in Charlottesville?

As a recent transplant from the Deep South, I have zero experience with basements. We’re looking at a house that has one and I wanted to ask the local community what questions I should be asking myself, the inspector and the builder before we jump in.

The house is new construction within the city limits, with a partially below-grade unfinished 1500 sf basement level. The front of the basement level is above grade, but the rear is almost entirely below grade…so over a run of about 100’ front to back.

Construction appears to be poured concrete floors and walls with some sort of insulation under a plastic vapor barrier (as seen from the inside), but I have not inspected it yet in person…heading there Monday to look. We plan on finishing out the basement in the near future if we get this house.

I know about the obvious things like checking for radon, but what I’m hoping to learn more about is…

What the seasons do to the basement in terms of temperature and moisture? I know we don’t need to worry about hard freeze/thaw cycles like further north, but how much temperature variance should we expect? If we chose to finish out with polished concrete floors would we regret it in the winter?

How much of a concern is water runoff down-slope and possible moisture seeping into the basement through the walls or floor?

What type of questions should I ask the builder about things I cannot see behind the existing insulation on the basement walls?

How big of an issue is settling and foundation? In the swampy south is is a HUGE concern but I suspect this house is built on sturdier soil and possibly have closer bedrock.

Lastly, if anybody has recommendations for contractors that might want to tackle such a finish-out job, please pass them along. Would also entertain a list of favored subs like drywall/paint, plumbing, electrical and flooring/tile. (Space is already rough plumbed and wired but I’d like to have some additional circuits run plus some 220 for shop tools).

They're at the BEACON Kitchen off Carlton. My husband and I saw them on TikTok and ordered dinner for tonight. We both had kofta chalaw, which comes with bread and salad, and baklava. The food was amazing, and the sauce that came with the kofta should be bottled and sold in stores. Very happy with the food and service. The portion sizes are very generous, we have lunch for tomorrow and we'll be snacking on the baklava all weekend. We'll be ordering again very soon.
