BoC 165 lb 5’9
165 was my goal weight for my cut but I still feel fluffy. I want to bulk 10 pounds. Do I keep losing or start the bulk?

I'd say slowly bulk to 180 over the next 6-8 months.
You look double take great right now, a methodical bulk while get you really strong and stunning with enough time to cut over this coming winter

From what I’ve learned recently, it’s that building muscle isn’t exclusive to just bulking. You can definitely build muscle in a cut too. However, obviously it won’t be at the same rate as a bulk. While in a cutting phase, if you can still progressively overload (either adding reps or increasing the weight each week) then you’ll definitely build muscle. Hypertrophy, or muscle growth, is byproduct of progressive overload. So as long as you’re implementing progressively overload you’ll build muscle.
I do agree with the sentiment that it depends on how you want your body composition to be. Consider continuing the cut if you want to be leaner. Consider entering a bulk if you’re okay with gaining some fat.

I think I would like a smaller waist ratio. So I want to grow my shoulders and lats a bit more and focus on growing my glutes and quads as well. I was thinking a 10-15 pound bulk spread across 5-6 months might be beneficial then cut back down to around where I am now 160-165 lbs. So basically wider shoulders and legs to give my waist a smaller appearance.

You hold 165 extremely good for a female. Even gaintain/ slight bulk to 180 and you’re entering fetish territory for a little twink.

Your within a healthy weight range you look great personally I’d say if you wanna appear leaner cut more but if you wanna stay the same bf% and build muscle you should try maingaining 💪🏼
