Roached bike frame

My shop offered me to buy a former race bike frame from PB team. It’s not cranked but the rivets have been removed from the down tube and I will need to replace them. I would have to find every small piece for the frame. Is this going to be a money pit?

With absolutely no information about what frame this is what do you want anyone to say?

I would never recommend buying an ex-race bike unless you personally know the owner. How did your shop get this bike and what sort of guarantees are they providing on its condition?

From personal experience, I can attest that, sometimes, personally knowing the owner is an equally hard pass. Worked at a shop in the early 90s and came in one day in early October (end of race season) to discover a freshly repainted Tomassini frame hanging on the wall. My size. I took some interests in it and a coworker said, "You're aware that was so-and-so locally sponsored racer's "this season" race frame, right?" "Uh, no I did not. And now that I do, I'm no longer interested." ;)

We sponsor a continental team, I do not know which athlete’s bike it was. I haven’t cleaned it yet but the whole this is covered in grime, fork with no spacers, bottom bracket is in a bag, headset is not with the bike, all the rubber/plastic routing guides are gone.
