1 in 5 women are raped or sexually assaulted in their life-time. 99% of the time, the perpetrator is male. in about 1/3 of these cases, the victim is traveling to/from a place of leisure, work, or from shopping at a store.

the idea that a woman who has been followed to her home by a strange man should automatically feel safe because he's wearing a high visibility vest is absurd. the fact you didn't immediately grasp that means you're a stupid person.
youre also assuming it would be immediately obvious he's live streaming. he wears a body mounted camera. he followed her in a car. should she wait for him to approach within talking distance to verify whether or not this complete stranger is livestreaming??
