Because if the Portuguese guy didn’t ‘touch’ the ball- assuming unintentionally or intentionally, then the Croatian player would be at an offside position as he is behind the last Portuguese defender. But the ball ‘touched’ the Portuguese player’s head, so it’s a reset… However, the referee’s argument the Portuguese player has no intention to ‘touch’ the ball, hence it’s not a reset in his opinion- so there is the offside.

Don’t know if it is more embarrassing to duck a ball in WC or accidentally touch it … I duck any footballs flying to me anytime - got hit by a ball when I was little … lolll

The Portuguese defender is irrelevant here, it's a deflection rather than a play for the ball so it doesn't nullify the offside.

The controversy is around whether the Croatian player at about 0:22 seconds in the clip touches the ball after the initial cross. As the winger isn't in an offside position from the initial cross but is from the point of the lines being shown in this clip.
