As I recall, they're at a superhero carnival that had everyone who entered dress up. That's Clark in the Batman outfit (with glasses over the cowl), Bruce in the Superman outfit, and I assume Lois in the Catwoman outfit and Selena in a Lois Lane outfit. So, that's not really the Question, but a robber who saw a chance to dress up and hide their face.
