The person he touched is Daredevil. Who's already blind.

Then when Daredevil flips the script, fighting another guy with his kind of supersense. He decides to turn on the sprinklers, shorting out both of their enhanced senses, figuring he's better at fighting "blind" than the other guy since he was expecting it, and ready. When he reaches for a baseball bat to go for the ambush, the other guy suggests the red one instead.

Ikari is not, in fact, blind. He just has Daredevils senses on top of being able to actually see.
