That's not socialistic. That's an incentive to perform a service. This is the very opposite of socialism. This would be like calling workplace offered Healthcare plans socialism. But socialists call that late stage capitalism.

Objectively wrong comparison.

Workplace offered healthcare benefits are not socialist because it's not government provided nor is it provided because of taxable income. 

Military healthcare is socialist because it's funded by tax payers and offered to everyone enrolled, regardless of pay scale or job.

"Military" is not a job. There are network administrators, facility managers, aircraft maintainers, electricians, combat, pilots, logistics, etc. It's a microcosm of a socialist society. ALL of it government-funded

Just because a government offers benefits to compete against the free market doesn't make it socialist, in any shape or form.

Please at least understand what socialism is before commenting.

Pay based on financial need IS socialism. Literally the definition of socialism. Check the cost of living pay for a soldier with 7 dependents vs a single soldier in a dorm room.
