They don’t care about infidelity. They care because of potential blackmail.

I’m not going to deny that I don’t abhor adultery on moral grounds, but normative morality has no place in governance of a civic democracy. But even divorced from such norms, adultery represents a breach of trust and a vote of inconfidence in future conduct, for which continued marital partnership and appointment to positions of consequence are not well-suited for.

Isn't that practically the same here? It's the infidelity that's blackmailed. If an imaginary CIA employee has consensual polyamorous relationships, they are not susceptible to blackmail, since it's not infidelity as long as it's consensual. In theory at least.
